Who Can Start a Business in Dubai?

Who Can Start a Business in Dubai?

Foreigners, non-residents and UAE residents can all start a business in Dubai. What changes is the structure, the visa route and the paperwork.

  • Foreigners and non-residents. Ownership rules depend on the activity, so we check them before you spend on anything else.
  • UAE residents and business owners. If you already live here, you can open a new company or add a business line. Your residency changes the visa steps, so the plan changes too.
  • Startups and investors. Founders decide by budget, team size and market. Investors look at ownership clarity, visa allowance and banking. We start there, then recommend a structure.

Eligibility and ownership limits depend on the activity and nationality, so we confirm both in your first consultation.

Choose Your Company Type: Mainland, Free Zone or Offshore

The right type depends on your activity, where your customers are and your budget. Each type has its own page with the full detail.

Mainland Company Setup in Dubai

Licensed by Dubai Economy and Tourism, a mainland company can trade directly with customers across Dubai and the wider UAE. It suits shops, service firms, contractors and traders who need local market access and a registered city address.

Free Zone Company Setup in Dubai

A free zone company is licensed by the zone authority and works under that zone's rules. Many zones allow full foreign ownership and flexible office options, which suits consultants, online businesses and exporters. Selling to the mainland usually needs additional arrangements, so check where your customers are first.

Offshore Company Setup in Dubai

An offshore company is built to hold assets, shares or international contracts, not to trade inside the UAE. Formation is quick and there is no minimum share capital, but it usually does not come with an office or a UAE residence visa.

How We Work With You

Four simple steps from your first message to a company that is ready to trade.

1. Share your plan

Tell us your activity, partners and target market by call, WhatsApp or the form.

2. Get your plan and quote

We confirm the structure, the documents you need and a quote that shows government fees and our fee separately.

3. Send your documents

We check every document before filing, so small errors do not delay your application.

4. We file and keep you updated

We submit each application, follow it up with the authority and update you until your licence and visas are issued and the bank decision comes in.

Documents Required for Company Formation

Most applications start with a passport copy, a photo and your business details. Extra papers depend on your shareholders and your activity.

  • Valid passport copy
  • Recent passport-size photo
  • Email address and phone number
  • UAE residence visa and Emirates ID copy, if you already live in the UAE
  • Certificate of incorporation of the parent company
  • Memorandum and Articles of Association of the parent company
  • Board resolution approving the Dubai company
  • Passport copies of the owners and directors
  • Attestation of these documents, often required when the parent company is registered outside the UAE
  • Business activities you plan to carry out
  • Two or three proposed trade names
  • Legal form and share split between partners
  • Planned office or tenancy details

Some activities need approval from an external authority before the licence is issued, for example Dubai Municipality for certain food and commercial activities, or a tourism authority. We tell you early if your activity needs one.

  • Trade licence copy
  • Passport copies and photos
  • Medical test result
  • Emirates ID application

Important Note: The exact list depends on the authority and your activity. We confirm yours in the first consultation.

Our Business Setup Consultants Service in Dubai: What You Get, Step by Step

Our business setup services in Dubai follow the order in which authorities and banks actually work. For each step, you will see what we do, what you receive and who makes the decision, so you know where we help and where no one can promise an outcome.

Step 1: Trade Name and Initial Approval

We check your proposed name against Dubai Economy and Tourism (DET) rules and file the initial approval for your activity. You receive a reserved trade name and an approval to move forward. DET makes the decision, and some activities also need clearance from an external regulator.

Step 2: Documents and Office

We prepare the Memorandum of Association and the other incorporation papers, and guide you on the tenancy contract and Ejari registration. You receive documents that are ready to sign and an address that fits your licence. The authorities review both before the application moves on.

Step 3: Trade Licence

We submit the application, handle the fee payment and follow it up until it is issued. You receive your trade licence in Dubai, which allows the company to operate. DET makes the final decision.

Step 4: Visa and Emirates ID

We file investor or partner, employee and family visas, and arrange the medical test and Emirates ID. You receive residence visas and Emirates IDs. The immigration and ID authorities decide each application.

Step 5: Bank Account

We prepare your application and guide you to banks that suit your activity and ownership structure. You receive a complete bank file, ready to submit. The bank makes the decision and can decline, so we never promise approval.

Step 6: Tax Registration

We prepare and submit your corporate tax registration and, where required, VAT. You receive your tax registration numbers. The Federal Tax Authority decides, and registration deadlines apply, so we handle this early.

Business Setup Cost in Dubai: What You Pay For

Business setup cost in Dubai has two parts: government charges and the consultant’s fee. We quote them separately, so you can see what each one pays for.

Consultant fee

Planning, document preparation, filing, follow-up and coordination for the steps you choose

Government and third-party charges

Trade name, initial approval, licence, office and Ejari, visas, medical test, Emirates ID, and attestation or translation where needed

What Pushes the Cost Up or Down

  • Business activity and licence type
  • Mainland, free zone or offshore
  • Number of shareholders and visas
  • Office type and size
  • External approvals your activity needs
  • How much of the work you hand to the consultant

Costs People Forget

  • Licence and visa renewals
  • Office rent and Ejari renewal
  • Bank requirements, which can include minimum balances
Important Note: Want a figure for your case? Send your activity and the number of visas on WhatsApp, and we will quote it.

Corporate Tax and VAT After Setup

A licence does not end your obligations. Most UAE companies must register with the Federal Tax Authority, and a missed deadline costs money.

  • Corporate tax: 0% on taxable income up to AED 375,000 and 9% above that. Registration is required even if you owe nothing. Companies established on or after 1 March 2024 generally register within three months of incorporation, and a missed deadline can bring an AED 10,000 penalty. The return and payment are generally due within nine months of the end of the tax period. Source: Gulf News.
  • VAT: the standard rate is 5%. Registration is mandatory when taxable supplies and imports exceed AED 375,000 in the previous 12 months, or are expected to in the next 30 days. It is voluntary from AED 187,500. Source: UAE Federal Tax Authority.

Important Note:- Tax rules change, so we check the current position with you at registration.

How to Choose a Business Setup Consultant in Dubai

Choose the consultant who explains the full scope, the full cost and the next 30 days before you pay anything. A reliable business setup consultants service in Dubai gives you a written scope, separates government fees from its own fee, and explains what happens after the licence.

Checklist

  • A written scope: which steps are included and which are not
  • A clear split between government fees and the consultant’s fee
  • Experience with your activity and with visa processing
  • A named person who answers your messages
  • Support after the licence for visa, bank and tax steps
  • Real reviews that you can check on Google
  • A trade licence number you can verify with Dubai Economy and Tourism

Red flags

  • A guarantee of bank approval or of any government decision
  • A price far below everyone else, with fees added later
  • Pressure to pay before you receive a written scope
  • Countdown timers or last-day offers that renew every day
  • No clear answer on ownership rules for your activity
  • No licence or office address you can verify

Mistakes That Delay a Setup

  • Choosing the activity last.
The activity decides the licence, the approvals, the office and the visa allowance, so settle it first.
  • Signing an office contract too early.
Check that the space fits your licence and visa needs before you sign.
  • Picking a name before reading the rules.
A name that does not match your activity or the naming rules is sent back.
  • Treating tax registration as optional.
It is required even when you owe nothing. See the tax section above.

Frequently Asked Questions

There is no single price, because it depends on your activity, licence type, jurisdiction and visa count. Ask every consultant for a quote that splits government fees from their own fee, then compare like with like. We quote your case once we know your details.

Yes, for most activities. Federal Decree-Law No. 26 of 2020, effective June 2021, opened full foreign ownership on the mainland for the majority of commercial and industrial activities, with no local sponsor. Some activities stay restricted or need a local service agent, so check yours first. Free zones allow 100% foreign ownership under their own rules.

A simple licensed activity can move quickly once documents are complete. External approvals, shareholder attestations or office requirements add time, and so do visas and the bank account after the licence. Ask for a timeline for your own activity before you commit, because averages hide big differences.

Yes. Non-residents can usually hold shares in a Dubai company. You only need to be in the UAE for steps tied to residency, such as the medical test and Emirates ID biometrics. Requirements vary by activity and jurisdiction, so confirm yours before applying.

No, you can apply directly. Many owners still use a consultant to avoid picking the wrong activity, rejected applications and repeat visits to offices. A consultant also coordinates visa, bank and tax steps. If your activity is simple and you have time, you can handle parts of the process yourself.

A trade licence is the government permit that allows your company to carry out specific activities. On the mainland, Dubai Economy and Tourism issues it. Common categories are commercial, professional, industrial and tourism, and your activity decides which one applies. A licence must be renewed to keep the company active.

In many cases, yes. Dubai Economy and Tourism offers a licence amendment service for details such as the company name or activities. New activities may need extra approvals, so choosing the right ones at the start saves time. Ask us before you apply for a change.
